Which plan grants commercial use
Seven of the seventeen vendors name a plan at which commercial use begins, from $10 a month to $30. Five state a position without naming any plan at all, three publish model weights whose licence carries the condition instead, and two publish nothing on the point. As of 2026-09-22.

Inclusion rule. Vendors with a public English page about commercial use of AI video output, whether they sell access to a hosted product or publish model weights. The cell records what the vendor's own page says; a vendor that does not address it is recorded as publishing no statement. Order. Alphabetical by vendor name.
1The plan question only fits some of these vendors
This register was built around a plan table, because that is where the first seven vendors read put their answer: commercial use from Standard, from Pro, from the paid plans. Ten more readings later, that shape covers well under half the grid.
Five vendors now state a position with no tier attached: rights that follow from the terms for every user, a permission filed in an export tutorial, a restriction that travels with an avatar, a claim about how the models were trained, a free plan that already grants commercial use. A reader scanning the middle column for a price finds a sentence instead, and the sentence is the answer.
2Three rows where the condition is not money at all
Published weights answer the same question with different machinery. One licence draws a map, excluding the European Union, the United Kingdom and South Korea from the territory it covers. One sets a ceiling of 100 million monthly active users, above which a separate licence has to be requested. One sets a floor in the licensee's own accounts, at a million dollars of annual revenue, above which the grant terminates.
None of those three could be expressed on a pricing page, and all three decide whether a brand may run the output. Where the register's middle column says the licence rather than a plan name, the condition is in the vendor's own document and the row links to it.
3What a personal use licence excludes
Two vendors spell out what their free tier rules out rather than leaving it to an absent line. LTX Studio describes personal use as excluding promotional activity for a business, a service or a product, which reaches a brand's own social posts and not just paid advertising. Fliki states that the free plan carries no commercial rights to media.
Elsewhere the free-tier reading comes from silence: a line printed on the paid cards and left off the free one. This register records the plan and not an interpretation of what falls outside it, and the difference between a written exclusion and an absent line is kept in the column that records how each reading was established.
4Per product
- Adobe Firefly — a claim about training data where a plan grant would sit.
- Fliki — a free tier that writes its exclusion out in words.
- Hailuo AI — ownership disclaimed on a paid plan, commercial use unworded.
- HeyGen — the permission filed in a help article about exporting.
- Higgsfield — all four columns answered on one help centre page.
- HunyuanVideo — a territory carve-out and a ceiling of 100 million users.
- invideo AI — no free plan, so the free-tier question does not arise.
- Kling AI — the line repeated on every paid card, from $10.
- Leonardo.Ai — commercial use on the free plan, paid for in visibility.
- LTX Studio — personal use defined, two plans below the licence.
- Luma — $30 a month, and no free plan on the list.
- Pika — a paid plan that is not yet a licensed plan.
- Runway — two of the four points recorded, and no more.
- Stable Video Diffusion — a boundary drawn at a million dollars of revenue.
- Synthesia — a boundary that travels with the avatar, not the subscription.
- Wan — Apache 2.0 on the weights, with no condition attached.
- SceneMixer — commercial use for every user, free credits included, with ownership framed around authorship.
